As has been noted, ‘Low-Income Cut-Offs’ (LICOs) is also a measure of poverty. It estimates income threshold depending on the spending on living necessities such as clothing, food and housing, and it has been shown that poor people with low incomes usually end up spending more on living necessities than people with higher incomes (Shillington and Stapleton, 2010, p. 6). However, there are reasons why this measure is inferior to LIM. For instance, LICOs requires developing a strategy to calculate spending on living necessities and decide how much of the income is required for average housing, food and clothing expenses (Zhang, 2015). Hence, these calculations may not be explicit, as opposed to LIM, or valid because they are based on implicit
