SO THEY ARE RELUCTANT TO DROP A TROUBLE SHOOTING TASK OF RELATIVELY LOW IMPORTANCE TO GO DEAL WITH A PROBLEM THAT IS HOLDING UP A JOB THAT IS VITAL FOR THE COMPANY.
