The annual UCR report said there is a constant tension between police officers and minority communities. The report shows a 0.2% down nationwide in harmful crimes in 2014 with more than 11 million arrest made by police for almost a half-million violent crimes. The report also is said that in 2014 there were fewest murders since 2009.
