On 02/19/18 at approximately 1530, Reporting Person (RP) assisted PO Slaughter and McCullough on arresting Mr. Williams at Dover Probation and Parole 511 Maple Parkway Dover, DE 19901.

RP called Mr. Williams from the offender?s lobby into the hallway. RP instructed Mr. Williams to place his hands on the wall and spread his legs for Officer Safety. PO Slaughter handcuffed Mr. Williams and searched Mr. Williams for any contraband. As Mr. Williams was being detained, he stated that he has a ?PREA investigation filed with the Department of Corrections (DOC). However, Mr. Williams refused to discuss the details. He stated that he spoke to Director Taylor regarding the issue.

SPO McCullough spoke with Director Taylor and she stated that Director Taylor could not recall having a conversation with Mr. Williams regarding that issue.

Through researching DACTS and speaking with the Offender, the allegations occurred at SCI. So, approval was given to transport Mr. Williams to James T. Vaughn JTVCC.

SPO McCullough and RP walked the Offender outside to transport the offender. SPO McCullough held Mr. William?s arm while putting him in the car. Mr. Williams began to scream, ?I don?t like you holding my arm like that? and ?I?m going to make a PREA report on RP and SPO McCullough?. Also, Mr. Williams also stated that, "he didn?t like the way SPO Slaughter searched him". He stated that he is going to make a PREA report on PO Slaughter.
