The Reagan administration established the Medicare Catastrophic Coverage Act in 1988. This law gave Medicare coverage for outpatient drugs, and capped fees from hospital and physician services, and lengthened payments for extensive care. The program was to be paid for completely by Medicare recipients through increased premiums and a surtax on wealthier receivers based off of income.

1990s-2000s - During his presidency President George H.W. Bush had to deal with Medicare Catastrophic Coverage Act and with a bipartisan support with Congress it was dismantled. President Bill Clinton tried to pass the American Health Security Act through congress in1993. It proposed to provide affordable health insurance for all but was shot down.
