The Military Reconstruction Act of 1867 was passed by congress two years after the Civil War ended. It divided the ten Confederate states into five different military regions. The Congress appointed a different Union general for each of the five regions. The two essential parts of the Reconstruction Act were that all-inclusive suffrage was given and that meant including all free black males. And also that new governments would be set up, and new constitutions would be passed and approved. The outcome resulted in new governments and a Republican party in the South established on black votes. In the summer of 1867, registration under the new Reconstruction Act started.
