This quote is important to the book because he knows that Montag should try to save himself if anything happens. If it doesn't work out though and he dies he will know that he was doing the right thing in the end.
Yes, he has he and his friend Faber had a plan to burn down all the fire stations, and then they could get away with it and then no more firefighters would be left. His plan changed to him and Faber parting ways and he getting with a group and remembering all the lines from a specific book. Before any of that happened though he burned down 3 guys and ran from the police losing his sanity as time wore on.
