This policy analysis assesses post-Cold War relations between North Korea and the United States. For the past three administrations (Clinton, Bush, and Obama), North Korea has posed a major challenge to U.S. foreign policy, and has vehemently disregarded warnings to discontinue the development of nuclear weapons.

Hence, previous administrations have utilized a plethora of tactics to address this matter, and yet, none were successful in hating North Korean ballistic missile technology. Over the years, efforts to address this matter have been with replete, stalemate, and with tentative progress.

The nuclear non-proliferation within the Korean peninsula began in the 1970’s, and manifested into a geo-political vector. In 1985, North Korea joined the International Nuclear Non-Proliferation Treaty (NPT), in accordance with this treaty, safeguard agreements were to be completed with the International Atomic Energy Agency (IAEA), within the first eighteen months of signing the NPT. However, in later years, North Korea stated their compliance to the treaty was contingent on the United States withdrawing nuclear weapons from South Korea. Accordingly, in 1991, United States President, George H.W. Bush, announced the unilateral withdrawal of all naval and land-based tactical nuclear weapons deployed abroad.

It was presumed, with the enactment of this declaration, North Korea would adhere, and agree to the safeguards agreement under the
