The ORO staff manages the Migrant Farmworker Program and The Upward Bound Program will function as a subprogram. Three current employees of ORO will coordinate with The ORO Upward Bound Education Program. Three staff members will be hired. They will be trained as field workers that will function much like a case manger. ORO headquarters will offer existing office space, program tools, evaluation tools, and other tools and equipment as needed to operate the program.

The first major element for implementing the program is hiring effective staff. This will be completed within the first two months of beginning the program. Following hiring, staff will begin training that will be concluded within five months of the program start date. Staff members will than begin recruiting students for the program. The program goal is to aid 60 students per cycle (school year). First quarter, will be spent setting up the program, second program enroll 20 students, Third quarter 20, final quarter 20 students.

The plan to ensure effective and efficient administration of the project, including, but not limited to, financial management, student records management, and personnel management. ORO Development Corporation Upward Bound Educational Program will utilize ORO’s executive director, finance director and management information system (MIS) Director. The program will also hiring three new staff members that will be field workers. The three existing staff members have a combined non-profit experience of 75 years.

The ORO Upward Bound Program will offer financial aid to enable students to complete vocational training and costs such as tools and clothing assistance (scrubs, work boots, technical instruments). Types of financial aid ORO will provide any participant (depending on need) include gas money (where buses aren’t available or are not economical), school/work clothes, counseling, tutoring, cost related to obtaining a GED and/or vocational training. ORO has designated $2,000 as the amount allowed per student per year.

ORO seeks organizations that offer services that students need and connect that student to the service. In this way, ORO is utilizing companies and other organizations that bring an expertise with tried and true experience. This is much better than quickly trying to replicate services while offering less than par assistance. It also involves more caring people in the students life.
