Cat#28. Relationship with citizens/community. Officer Lajoie spoke with a 16 year old subject at Thornton high. During this time there was a hostile group of juveniles, which the school principle had lost control of. They were shouting anti police expletives and showing a general lack of respect towards police and the school staff. Officer Lajoie was able to maintain calm and showed professionalism during the entire encounter.

Officer Lajoie determined the suspect inflicted a felony amount of damage to a utility box and arrested him. At the station I assisted Officer Lajoie in conducting Drug Abuse Recognition (DAR) tests to determine if the suspect was under the influence of a controlled substance. Officer Lajoie charged the suspect with a vandalism section that required prior convictions for a bail enhancement. I asked him why he chose that section. He told me the suspect stated he had been arrested for vandalism via spray paint in San Francisco. I told Officer Lajoie he must first run a criminal history check on a suspect to confirm prior convictions before using an enhancement charge. While Officer Lajoie was re-handcuffing the suspect after giving a urine sample, he had him facing towards the exit door. Observed for objective symptoms of being under the influence of a CNS Stimulant such as, fast Romberg count, eye lid flutter, finger tips moving uncontrolled and bruxism.
• Pulse: Officer Lajoie was shown to take a pulse when first getting to the station and then again at the end of the testing to show subjects pulse was up as a result of the control substance and not because stressed out from the initial police encounter.
• Pupillary Comparison: Officer Lajoie conducted a comparison using a quick code 7 Step DAR card, testing both pupils in room light, near total darkness and direct light.
• Mirandized statement from the suspect, specifically asking questions regarding drug use and amounts.
• Administering a urine test using a sterile kit from the EPC, filling out the lab applique on the envelope, monitor the suspect while they have fill the sample container less than ¾ full, seal the container with an initialed label, place the sample in the ziplock bag, seal it inside the envelope, seal it with the evidence tape, sign the tape and later place it in the evidence container located in the refrigerator in the pre booking area of the
