Partisanism has a significant effect on the legislative process. Partisanisms impact on the legislative process is very important because people of a certain party are not open to acknowledging new ideas and opinions to people of the other party. As well, The 113th Congress was the least productive Congress in American History because the majority of democrats made up the Senate and the majority of Republicans made up the House of Representatives. Because the majority of each party made up the Senate or House of Representatives, it was most likely that the party would vote in favor of a bill if it benefitted them. Therefore, whenever the bill would be passed in the House, the Republicans in the Senate would most likely not agree with the bill
