Although there are credible arguments to support each side of the debate, it is clearly inappropriate for the government to enact a one-child legislation in order to control the population. Having children in general is a basic human right, and the decision to have multiple children is ultimately up to the woman capable of giving birth to said children. If a child has a sibling, whether the sibling be older or younger, that child could learn a lot and gain experience from that sibling. It is a scary thought that a child could be robbed of the possibility of having a sibling just from the government coming between the parents and their rights of having children.
The government should have no control on decisions as personal as having children.

There are plenty more options to decrease the size of the population than just controlling the number of children.
