Introduction: You may think that this will never happen to you but no one knows what the future holds. Some of us in here may fall on hard times and actually need this. With the way the economy the way it is now there are tons of people even with college degrees needing aid. I am talking about welfare reform and how poverty has actually increased because of it. Although welfare is an organization for assistance it is supposed to be accessed on a temporary basis. It was started in the 1930s, during the Great Depression, a long time ago. As such, you would think that this system would develop a program that would make it painless to transition back in the workforce. How would you feel if someone just came and snatched away your safety net? In essence that is what happened when congress took away a security that has been in place for over 80 years when Clinton stepped in office. When I first started doing research for this speech, I didn't think much about welfare and the changes to it, but through my research I was shocked at how much money it cost to run, the policies, and certain businesses personal interest in it. Today I will persuade my audience that welfare reform has increased poverty by first explaining the reforms implemented have benefited contractors in the private sector, by second discussing that the current reform does not target the cause or challenges of people applying for relief, by third talking about how the 1996 Reform has made it more difficult to get aid.
I.The reforms implemented benefited contractors in the private sector
A. According to Stephen Pimpare in a September 15th 2009 article of the Greenhaven Press, entitled Poverty and homelessness,The US Chamber of Commerce and other businesses have been quite active behind the scenes of the debate on welfare reform.
1. He goes on to say that the businesses knew of the potential rewards which were a pool of low wage workers and hefty contracts for administration and service agreements
2. The article also tells of private businesses like: Accenture (formerly Enron), Citigroup. Lockhead Martin, and Ross Perot’s EDS have all gotten a piece of the lucrative welfare pie. He says that “this is not reform but redistribution, another instance of public monies lining private pockets.”
B. Also, according to the Urban Institute, Tailoring Assistance, in a January article of this year, by Margaret Simms, the current approach to poverty in welfare reform does not address immigration language training, single mothers nor child care to name a few.

Transition: Now that I have explained how the reforms implemented have benefited contractors in the private sector let’s next discuss how the current reform does not target the cause or challenges of people applying for relief.
