The seas during the 17th century was a struggle to many captains. At any moment, a ship that was unknown to the sailors could emerge with an infamous black flag waving on the mainmast. 10). There was no specific year when the pirates started to emerge on the Atlantic Ocean, but the estimation from what has been read was between the mid-1600s to the early 1700s (Kuhn, 2009). The pirates were formed not by random people, but by actual sailors that were on the sea. Those that were part of the “maritime service” joined forces with the pirates (McCarthy, 2007 p. 10). During peace times between countries, there wasn’t much to be done with the service. Those sailors would leave to become pirates for the thrill and more pay (McCarthy, 1994). It was worth more to risk a life and get well paid than to live a life of low income.
Another reason why piracy was so high was because of an act that was passed by the British. When the Navigation Act passed, America could only trade with England which angered the colonies. This led some of America to negotiate with pirates or even become pirates themselves for cheaper and better products (McCarthy, 1994).
