In 1852, San Quentin became the first for-profit jail in the United States. Private prisons, private jails, and detention centers started shortly after that, and then in the 1980s, privatization started. Privatization is the process of transferring an enterprise or industry from the public sector to the private sector. A private prison is a place in which citizens are illegal immigrants are imprisoned by a third party that is contracted by the government.

Damon T. Hininger is the leader of Corrections Corporation of America. He started working with the corporation in 1992, and after two years he was training to become their leader. After his training was done he joined the corporate headquarters and has been the leader since 2009. Detention Centers are an institution where people are held in detention for short periods. President Ronald Reagan started immigration detention centers in 1892 at Ellis Island. In 1899, the first juvenile detention center was established for the youth under the age of sixteen. The victim of the situation outside in the community can see private jails as being affective because they know where they are at all times and they know that when they are sentenced five years, they are staying those full five years before the jails even consider parole or probation or any type of release. It could be viewed as not affective because the people working in this correction facility are getting paid less to do the same exact work, if not more work, as the people that are working in public prisons or state prisons. Some people just generally don’t like private prisons because it’s based on a government stipend and sometimes the government can’t hold their promises based on paperwork. A lot of people prefer things a lot less
