During Reconstruction, African Americans were not free because views on laws meant to protect slaves were divided between the national government. The Civil Rights Act of 1866 caused discriminatory laws to be illegal, and at the same time, it granted African Americans citizenship. Many Southern states had laws to keep African Americans under their power, which continued when the president went against the Congress to veto it. The separation on the concept of black laws in the government allowed Southerners to get away with many injustices towards black people, keeping them from ever having true freedom and liberty.
