Your post seems interesting to me in two different ways, first one regarding Recourse Utilization Groups (Rug category) in nursing homes and second the curiosity to Physical therapy (PT) state act in Indiana(IN) and North Carolina (NC). You mention practical case of RUG level here which physical therapist face mostly in skill nursing home facility (SNF) because it's almost predefined by facility director/supervisor and always some keep more session/minutes compare to patient's actual tolerance/capacity. I also used to work in SNF as per demand (PRN), facility director/supervisor are very picky regarding to set high RUG levels for patients ( in order to get more treatment session and times.
