Similar to the restorative justice theory, parallel justice is an offender-focused and a victim-focused justice model (Newmark, 2017b). This theory emphasizes on the victim by addressing what he or she needs in order to return to the way he or she was prior to the crime (Newmark, 2017b). As noted by Newmark, “When the social contract is violated, harms to individual victims produce needs that must be addressed” (2017b). However, parallel justice differs from restorative justice because if there is little the offender can do for the victim, then it is up to society to fill that role (Newmark, 2017b). The outcomes of this model aims to help victims of crime heal so that they can move forward with their lives (Newmark, 2017b). Whatever assistance, and programs, provided to the victims will vary depending on what the individual needs to help him or her recover (Newmark, 2017b). Additionally, the assistance provided also depends on the services currently available (Newmark, 2017b). But, ultimately, the victim justice system will help reintegrate victims with assistance that validate that he or she was wronged (Newmark, 2017b). It will provide crisis intervention and practical assistance for stolen assets. Furthermore, resources provided to the victims will draw from community resources and state compensation programs (Newmark, 2017b). For distributive justice, Pham’s family and friends may receive a variety of assistance programs and resources that will best help them recover. It may be a combination of a few that will best help them return to society (Newmark, 2017b). This may include mental health services, such as a grief counselor. Pham’s family may also ask, if they want, compensation for expenses from Pham’s funeral, as well as loss of income if she helped provide for her family (Newmark, 2017b). Most importantly, Pham’s family and friends can receive validation of the wrong done to them by Blanco-Garcia. Additionally it will hold the offender accountable for his or her crime, and, if possible, provide rehabilitation. For Pham’s case, Blanco-Garcia does not have much funds himself so he cannot help pay restitution to Pham’s family (Jouvenal & Williams, 2012).
