Mr. Clinton before his impeachments vote, he conducted A speech to the American people over the Monica Lewinsky scandal, throughout this speech they were vague references an apology for the actions that it committed during this particular speech there was no accountability actually taken for his actions rather vague mentions the similarities between quotes that have been written from poets. The speech sounds so scripted that it sounds impersonal and removing the personable from the speech I believe take away from the apology that is being allegedly present.

I believe if Mr. Clinton, had actually wanted to have a successful speech he should have mentioned what he was apologizing for in the speech, without the caption above the article
