Robert Palese bought five lottery tickets from a liquor store in Delaware. He heard that someone had won that lottery but had not come forward yet. Palese, unfortunately, lost his tickets but found where he had chosen the winning numbers on his play slip. He felt like if he provided the play slip that showed where he chose the correct numbers for the winning game and five other games with it to the Lottery Office they would award him his prize. The Lottery Office told him he would have to wait up till one year for his claim to be reviewed and if no other claims for this prize were made the Lottery would have to review Lottery laws to see if he is permitted to claim the prize. Palese learned from the newspaper eleven months later that the unclaimed lottery prize was transferred to the State’s General Fund. He contacted the Lottery Office and they told him he would need to provide more information on the ticket he bought and how it was destroyed. The Lottery Office told Palese he had to present the winning tickets and Wayne Lemons, the director of the Delaware State Lottery Office denied Palese’s claims. Palse requested a hearing but the Lottery Office terminated it. Delaware law explains,
