Sanctuary™ is a model of care, and an organisational framework that is theory-based, trauma-informed and evidence-supported. It is an approach that has a clear and structured methodology for creating, or changing organisational culture to more effectively provide a consistent context within which healing from physical, emotional, mental and social traumatic experiences can be addressed.

The model provides strategies and tools to overcome the traumatic impacts of adversity, loss and change. It is an organisational culture intervention, which is designed to facilitate the development of structures, processes, and behaviours of staff, clients and the whole organisation to counterbalance the physical, emotional, mental, social and experiential injuries suffered by individuals, which in some cases may include long-term or extended exposure to hardships.1

The Sanctuary Model is a continuous process that creates healthy, therapeutic living communities for individuals who experienced traumas in life, as well as healthy, therapeutic working communities for staff and carers. The evaluation will use an evidence-based approach to assess the appropriateness and effectiveness of implementing practices across the Children, Youth and Families (CYF) Services of Churches of Christ Care that are based on the Sanctuary Model, when providing services for Indigenous children and young people in care. This evaluation also aims to assess the knowledge, perception and experience of CYF staff with the model. Relevant outcome measurements will be employed to assess the extent to which CYF Services have achieved their intended results through the application of Sanctuary
