Programs which concentrate on teaching the parents, teachers, family, and community life skills and support techniques to deal with the juvenile’s difficulties at home and school are effective. The effectiveness of programs have to “meet the three Blueprints qualifications for model programs or have to be found to be effective by rigorous meta-analysis (Wilson, 2011, p. 106).” Lipsey (2009) identifies seven intervention philosophies aimed to decrease recidivism in juveniles; surveillance, deterrence, discipline, restorative programs, counseling, skill building programs, and multiple coordinated services. Out of all the seven programs, counseling interventions reduced recidivism in juveniles by 13%, followed by multiple coordinated services
