The incident of reporting the patient abuse in the Shady nursing home to the Department of Welfare Bureau of Inspection was an evidence of the good citizenship as well as good ethics. Mrs. Lewis acted correct in this manner by contacting the proper authorities. It is always an obligation of the law to report any type of abuse on a vulnerable population such as elderly or children. However, instead of encouraging this, the hospital director threatened to fire Mrs. Lewis owing to the vested interests of procuring good business deals for the nursing home and nurturing relationship with the owner of the nursing home. The “buddy” that is a friend of the hospital administrator that has been turning his head to obvious abuse is in the same position. If any person of authority must use intimidation to execute their office, they do not have power. Those around them expressly give power by their knowledge, their personalities, and right to their roles. To be coercive in all decisions is using the wrong method when it is not appropriate. Power may be needed when there is a serious situation such as a disaster or someone needs help immediately but only for a short time. It is not to be abused or overused. Federal government guarantees ‘equal opportunity’ to all employees and there are various state laws too that impart special protection to whistle blowers, for example, the Vermont Law (Title 21, V.S.A., Sections 507-509) makes it mandatory for every hospital and nursing home employer to make the employees aware of the policies for protection of whistle blowers by placing communication through poster representation
