On 04/17/2016, at approximately 1733 hours Schuylkill County Communication Center received two calls from Rhonda V BOWEN and the Shenandoah Ambulance advising them of a bursh fire in the area of the helipad on East Washington Street.

Officer Bowman requested this officer to retrieve the key for the lock to access the gun range gate for fire personnel from the police station.

When I arrived on scene I unlocked the gate for fire personnel and then spoke with Officer Bowman. Officer Bowman was asked and related the only individuals that were on scene when he arrived were the two employee's of the Shenandoah Ambulance and Bradley Benjamin BOWEN who had a yound male juvenile with him.

Officer Bowman stated that shorlty later Officer Keppel arrived on scene. Officer Keppel ralted that minutes prior to the fire call he drove through the exact location where the brush fire was exiting the wooded area and travelling back into town. KEPP spoke with Officer Bowman briefly advising him of what he observed and described the male juveniles. KEPP stated that he was in the woods approximately three (3) minutes ago and immediately dialed 911. He related that he was in the wooded area next to the fire when he observed four male juveniles who were actively trying to start a fire in the brush. He said three of the males were standing there and the fourth male was on a red four wheeler. He approached the male juveniles and told them they shouldn't start fires because they could get fines and stuff. He described the males saying one had a red four wheeler, one with a white shirt, one with a dark colored shirt, and doesn't remeber the other one.
