By about the middle of 1862, after months of consideration, Lincoln had decided to free the slaves, determining that it was necessary to save the Union. He formally announced his decision to his cabinet on July 22 and requested suggestions on the language and timing of release of an emancipation proclamation.19 This early form of the proclamation outlined policies making civil and military confiscation of property federal policy; it also repeated the idea of compensated, gradual emancipation as a means of enticing states back into the Union.
