I believe that some of the major problems that both sides faced were that there was now a huge population of recently freed slaves. Society was now having to figure out a way to integrate them into society without causing too much blowback. This proved to be difficult since most were unskilled and illiterate. In order to mitigate this, "The Freedmen's Bureau" was enacted. This was set to be an agency that provided guidance and welfare for the newly emancipated personnel. As soon as a few emancipated men were successfully integrated, they could turn around and pay it forward. However, this failed because they were not enough jobs in the north for the freed slaves and so they stopped trying.
