Internationally, The United States, Afghanistan, Canada, The Caribbean, Europe, Mexico and Russia are experiencing an increase in the rate of abuse of opioids. Strategies have been produced to help prevent the trafficking of these drugs, especially heroin between the countries mentioned previously and the United States. The Northern Border strategy, released on August 14, 2014 by Obama’s Administration, provided objectives and actions that support to reduce flow of drugs on the northern border. In January 2015, the Office of Drug Control announced the Caribbean Border strategy; this plan is intended to reduce the volume of drug trafficking from Puerto Rico to the U.S Virgin Islands. In 2013, the National Southwest Border strategy was released.
