 Why

the Change?

 State Legislation oOn April 25, 2011, the State Board of Education
(SBE) unanimously passed the proposed Arizona
Framework for Measuring Educator
Effectiveness. This action resulted from the passage of SB 1040 that directed the SBE to adopt and maintain a model framework for teacher and principal evaluation that includes quantitative data on student academic progress.

Goals of the Committee:
 Design a system which embraces shared values about effective teaching for K-12 teachers and site principals.
 Ensure that both teachers and administrators participate in the building of the AZ K-12 Evaluation Framework.
 Increase the focus on the development of teacher expertise through the use of of a research based rubric.

 The District Evaluation committee kept the following two questions in mind while working through the development of this new system.
 How do you design a teacher evaluation system to ensure that it is fair, objective, and un-biased?
 What do we believe good teaching looks like? 6

 To address both questions, the District
Evaluation Committee recommended that the BEST Standards in Teaching
Rubric be used to determine the teacher performance component, which is 67% of the process.
 The remaining 33% of the evaluation process is determined by Student
Academic Growth.

 Current Policy:
 Orientation on the Teacher
Evaluation System must occur within the first three weeks of school.  Staff assigned to multiple sites must be assigned one qualified evaluator by the first student contact day.

 Qualified Evaluator- the
Superintendent shall recommend and the Board shall approve qualified evaluators on a yearly basis.
 Qualified evaluator training is offered yearly through the Arizona School
Board Association.
 Only qualified evaluators shall evaluate teachers.
