These suspects were strangers to McFadden and he had never seen or heard of them. Upon stopping the Terry and Chilton, McFadden reasonably questioned what they were doing. When Terry and Chilton mumbled in response to his questions McFadden quickly spun Terry around and patted down the outside of his clothing. McFadden then felt what seemed to be a pistol in Terry’s left breast pocket but was unable to remove it.
