The explicit audience of The Emancipation Proclamation is to the rebellion or the South. I got this because the proclamation is about how Lincoln is setting the slaves in the Southern states free as a way to hurt the South. In the text it says, "Arkansas, Texas, Louisiana...Mississippi, Alabama, Florida, Georgia, South Carolina, North Carolina, and Virginia...all persons held as slaves within said designated States, and parts of States, are, and henceforward shall be free," This shows us that Lincoln says most of the Southern states and areas and said that the slaves in these areas are now free. By having the slaves free in the South, the slaves now don't have to do their jobs as farm workers or servants and now don't have to provide supplies
