The Knapp Commission was formed by the New York City Mayor John Lindsey in 1972. The committee was put together because the mayor was pressured because of the articles that appeared in the newspaper to do something about the corruption within the New York Police Department. One of the first articles came out in the New York Times which was reported by David Burnham. Two New York Police Officers was the primary source of the information these officers were Frank Serpico and David Durk.
