A Rough Start

The Russel Administration was viewed pessimistically by many liberals, northerners, and democratic leaderships, who feared that he would be too conservative and hawkish. They realized that were right. Russel inauguration speech set an excessively conservative and hawkish tone for a democrat, a tone which worried a lot of people. Russel also filled his cabinet with conservatives, mostly southern segregationists. There were many attempts to filibuster the nominees by progressives but they were inefficient in the end. This was just the beginning of the feud between progressives and the president. A few progressives had already started preaching their discontent with the president, stating that
