“Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled.” - Article 2 of the Articles of Confederation.
A little before 1787 people knew the Articles of Confederation was going to fail. Furthermore there is one main article that caused it. This. Had it not been for the calling of the second Constitutional Convention in 1787. America might have fallen to pieces.
When Hamilton and Madison called for the second meeting of the Constitutional Convention. They knew and had a intent to get others to change the Articles of Confederation. The Articles just assigned to much power to the States. This is because

The issue being Anti-Federalist groups. There were two main groups of Anti-Federalists. The first being the Roger Sherman and Oliver Ellsworth Group. The Second didn’t have any big Politician’s fighting for it. But they were Essential Anti-Federalist’s according to teachingamericanhistory.org. The first group was fighting for what came to be the Great Compromise. The Great Compromise was so that small states could have delegates that mattered. Instead of Huge states having hundreds of representatives. Then another state having like 1 representative. So the Compromise made it so every 30,000 people in a state came to 1 representative. Although the second group fought for something different. The second fought so that the Constitution couldn’t get changed. So that the Government could have too much power. This was a major concern due to the states having too much power in recent years. Also, how England ruled their Government when the US was part of England. So this was important to get right. In the Final Draft of the Constitution, these issues became addressed. Then, it happened. After all this trouble, the document got ratified and put into use by the United States of America in 1788.
You asked us to explain why Hamilton and Madison called for a Constitutional Convention. That was actually pretty interesting reading about the Constitution and why the Articles failed. I have came to the conclusion that the Constitutional Convention was necessary. It is probable that it was more necessary than I understood. Due to reasons through Popular Sovereignty. Including the three main points of control of Taxation, Trade, and Military power. It was actually pretty awesome to read
