The multitudes of improvement for African American life were brought upon through federal initiative, in which many policy changes were mandated by the federal government itself. One of the most notable changes in legislation came in the form of the addition to the amendments of the Constitution. The first amongst these amendments was the Thirteenth Amendment, which declared the abolishment of slavery and “involuntary servitude”, unless as a criminal sentence, while also giving Congress the full power to enforce this legislation (Document A).
