Cicconi & Strug (1999), paint a picture of what they believe a universal health plan would look like for the U.S. They state that Americans would be covered by public health insurance regardless of income, age, or employment status. This is very unlike the system that we have today where only certain people have insurance. Universal health care would provide all citizens with a basic coverage plan that included hospital, physician, and long term care. They suggest that the program would be regulated by the government and funded by an increase in taxes. Payment of services would potentially be organized by a single payer approach; meaning that the government would be responsible or by a private policy that someone chose to purchase that goes above and beyond the basic provisions afforded to all citizens. The typical American has a major aversion to taxes and this is one of the biggest drivers against any type of change that would result in said raise of taxes. Another issues that a universal health care system would bring about is that it could possibly cost people jobs; especially in the insurance business. The current model of insurance companies providing coverage for the average person would be a thing of the past. In a Universal Health Care setting, insurance would only be utilized for those who wish to go above and beyond the coverage that is afforded to all citizens. This would decrease the need for all of the services currently offered by the insurance companies which would decrease jobs. Another consequence that should be considered is the increase in utilization of health care services. If people have insurance coverage, most are going to use it. This would increase the number of physicians and other medical practitioners that are needed to adequately provide
