Having the Games doesn’t make the people of Panem more obedient to the Capitol; instead, it makes the people more rebellious.
During the Prohibition, when drinking was illegal in the US, more people drank just because it was prohibited.
In the late 19th century (late Qing Dynasty), when opium was prohibited in China, more people smoked opium than ever.

The Games desensitize people about death, which is treated no different from losing a sports game.
People bet and vote on the kids’ lives in the Games just like they would on athletes while the kids struggle to keep alive.
People celebrate the person that kills all the others, which misleads kids into thinking that killing is a good thing.
Sponsors make the Games even more like a sports game, which is definitely not true.
The kids in the Games are horrified when they see their ally die while the people of other districts cheer for the death of another competitor.
People are desensitized about death by the Games. Consequently, they would think that killing the people of the Capitol and the President would be nothing, which makes them more rebellious.
