The states had finally after many years of fighting just to gain independence from Britain, had finally gained their independence. With this new power of independence a some type of order was in high need on establishment. One of the very first shortcomings was that Congress had no power to regulate commerce. Thus meaning, that they weren't allowed to control the trade amongst all of the states in the country.
