Our nation's first Constitution was the Articles of Confederation. The Articles of Confederation were nowhere near as strong and effective as the present Constitution. They were a simple blueprint of routine functions that were to be carried out by the central government. The states were not really together in a sense and the Articles only kept the idea of such a union alive. The largest flaw in the Articles of Confederation was that it effectively tied the hands of Congress.
