One thing that happened in this time period is the Watergate Scandal. The challenged that was being faced was from President Nixon, as he was trying to get re elected. Nixon sent in people to spy and steal information on his opponent George Mcgovern. Nixon wanted to get reflected back into office using former FBI and CIA agents to break into Mcgovern's office to bug his phone lines and take their papers. As I have said the decision was made, so Nixon could get himself re-elected.
