Lord Capulet would have let Juliet marry Romeo, because he cares about Juliet's happiness. Lord Capulet loves Juliet, and worries that she won't be happy if she marries too soon. Therefore, he will not agree to marry Juliet and Paris until he gets Juliet's consent: "Let two more summers wither in their pride/Ere we may think her ripe to be a bride/And too soon marred are those so early made" (1.2.13-15). Lord Capulet cares about Juliet, and wants her to be prideful. He is wary of the fact that Juliet may not consent to the marriage, which makes him nervous that Juliet may not be happy with Paris. This may be due to the fact that Lord Capulet knows first hand that marriage at such a young age may make someone unhappy. When he states that young marriage may not be good, one may infer that he may be talking about Lady Capulet, because of the passion he has behind the lines. Even though Lord Capulet has the power to marry Juliet without her will, he wants her consent before he agrees to anything. This shows his respect to Juliet's opinions: "But woo her, gentle Paris, get her heart/ My will to her consent is but a part/ An she agreed within her scope of choice/ Lies my consent and fair according voice" (1.2.16-19).
