1. OPERATION OF THE VEHICLE:

On 10/01/2017 at 0059 hours, Westville Units were dispatched to 900 Broadway for a suspicious vehicle with a male slumped over the wheel; however, they were on another priority call. I made contact with County dispatch advising I would respond to that call. When I arrived, I observed a white box van bearing NJ registration, XEXE27 stopped out front of the place of business.

2. WHEN STOPPED or ARRIVAL AT SCENE:

I approached from the driver side and observed a male slumped over the wheel, with the vehicle in drive and his foot on the brake. I then knocked on the window for approximately one minute before the operator awoke. I advised the driver to step out of the vehicle so I could speak with him about being stopped at this place of business. I advised Christopher to stand with his feet together with his hands down by his side. When I gave him the order to begin, I wanted him to look up at the sky, close his eyes and count the passage of 30 seconds in his head. When the time had elapsed to bring his head back straight, open his eyes and tell me to stop. Christopher advised he understood the test and was ready to begin. Christopher began the test and looked at the sky with his eyes clothes. Christopher throughout the test, counted out loud. While Christopher was counting, I checked the inside of his nostrils with my flashlight. My findings were a small piece of white substance in the left nostril. Christopher then told me stop. The time that elapsed was 24 seconds in this 30 second test.
