Creating the Constitution

A new framework of government must be created to replace the the Articles of Confederation because it was shown ineffective due to Daniel Shays’ rebellion.

Benjamin Franklin encouraged every member of the Constitutional Convention to sign their names on the Constitution at the very last meeting.

Congress, under the Articles of Confederation, could not collect or impose taxes, hence they could not raise a national army to defend the country.
