Rafael Perez of Fire Safety just got back to me with the following information.

According to Mr. Perez a 10-24 is a call for an unusual odder possible smoke. The engineering department has a response team made up of 6 to 7 personnel who are assigned to each zone around there work station.

The initial call is made straight to the security command, fire safety or engineering were it is then called over the hand held radios.

When the zone response team has completed their investigation they call out over the radio “all 10-10” which means “all cleared”. If there is an indication of fire then they call out 10-33. Which then a code red is announced and everyone is alerted including the NYC Fire Department.
