Dilemma 1 was caused by John Adams wanting to have a peace with the British. He sent a Chief Justice John Jay to London so he could make peace. The French tried to stay neutral but they considered this as a betrayal. Adams was tired of the attacks from the French so he sent three envoys to France to stop the attacks, but it failed. In February 1799 John Adams thought the war was useless so he sent a peace mission but he was too late. Napoleon Bonaparte already took over the French’s government.
