Desperate times call for drastic measures. Coal mines - nothing but echo and stagnation - abandoned. No light, no movement of air, no warmth. Streets that once were crowded, people flowing down the avenues - now stripped of anything valuable. Skeletons, stripped of flesh long ago by the locusts that swarmed. Hobos, men road the railways in vague hopes of seeking employment. Many hoped for solutions to this economic disaster, this Great Depression, but the politicians had none. Ironically, it was the desolation and destruction of humanity that started the long route out of desperation - the outbreak of WW2.

By April 1940, the Munition and Supply Act created the Department of Munition and Supply which coordinated productions and purchases made in Canada by Britain and her allies. The Department regulated the war supply of key industrial sectors, including timber, steel, base metals, oil, power(coal/electricity), and machine tools. 28 crown corporations were established by the Department including Victory Aircraft, which overseen manufacture of aircraft engine and parts, Polymer Corporation, that developed and produced synthetic rubber, and Research Enterprises. Victory Aircraft alone produced 16,000 military aircraft until the end of the war, including the Lancaster Strategic Bomber, Mosquito Fighter-Bomber, and Hawker Hurricane Fighter.
