Summary:
Scientific Engineering Corporation (SEC) was competing for Phase I of the Orion Shield Project by bidding on the R&D phase of the project so that they can have an edge during the production contract. Gary could not plan the project well from the start that led to issues to balance between administrative and the technical aspects of the project such as the problem with the preliminary design requirement, test matrix, with communication between the contractor and the client. He should have uses Microsoft tools such as Project management to divide the work, track and follow-up activities that would have helped him give clarity what and where he was committing a mistake. He should have communicated with Sarah frequently with updates and could have asked for her feedback which would have developed trust eventually and helped some of the communication problems.
10. Why is a person like Henry Larsen able to remain in a position of responsibility at SEC?
Henry Larsen is very discreet and he looked for the correct scapegoat and found Gary for his actions. He wanted someone to be on the line for his actions. All the pressure was taken off him and he did whatever he wanted to do, while manipulating Gary to comply with his actions to not lose his job and the project. So as long as there are naïve people like Gary who want to climb the ladder of success without doing their homework properly, there will always be people like Henry who will be benefitting and get away with all the credit and

Second, he did not develop a proper work matrix and should have used Microsoft tools to make it easy to develop project scope, plan and follow up the project. Third, he had issues with staffing for the project and should have discussed by himself with the previous boss and his other colleagues who find interest in the project instead of asking Henry, who manipulated and even sabotaged the relationship with the previous groups. Fourth, he could not balance out the technical and administrative tasks which made question his credibility and his experience. He should have used the project management tools to follow up on the administrative tasks, should have delegated few of the tasks instead of doing everything by himself and also followed up with Paula before Henry took over and was helpless. Lastly, he did not communicate with Elliot Grey and Sarah about the issues he was facing about the test materials, funding issues and possible concerns, instead of keeping it quiet he should have mentioned her and updated her about the internal issues, probably taken help from both helping him pass the phase
