As the populations of a city grows the price of housing increases, reducing the number of affordable places to live. This forces low-income families to move to more affordable areas outside of the city. City's propose initiatives to create affordable housing in city limits. Seattle is one of the city's that is trying to make affordable housing available inside the city. The city proposed the Seattle Linkage fee, this is a fee that will be placed on developers to fund the building of affordable housing. The Seattle Linkage fee will create affordable housing by placing a $5 to $17.50 fee on office and apartment developers.

The fee will fund the building of affordable housing for low income families. The U.S. government defines low income as making less than 80% of the area median income (AMI). Affordable housing is defined as your rent does not exceed 30% of your income by the U.S. government. A large majority of working class families living and working in Seattle are considered low income families. The linkage fee is expected to raise $196 million dollars over the next decade. This will fund the building of 2,400 apartments. These apartments will be affordable for either a single person who makes around $37,000 a year and families who make around $53,000 a year. This will be a vast improvement over the prices of current apartments. A studio apartment goes for $1,500 to $2,000 a month. At these prices a recent grads working a full time job will struggle to make each month's rent. Mothers and fathers who work two jobs each will struggle to provide a home and food for their children. These working class people will be pushed out of the city away from the jobs so they can afford to pay rent and keep food on the
