According to Stephen B. Oates in, “Lincoln's Journey to Emancipation,” the Emancipation proclamation is not an overall freeing of slaves, but instead is a partial order for their freedom. It is aimed at liberating slaves in “rebellious states” or states that ceded from the Union and are at war with the North. Lincoln believes the Confederacy no longer deserves the protection of the Constitution in maintaining slavery because they violated it by separating from the Union. The “freed slaves” were not all free to go on their own, but instead men “would now be enlisted in military forces”(Oates).
