The collaborating partners will work together to establish and support a comprehensive yet impactful design that addresses and supports systemic changes over time. The guiding principles of systemic change supports an approach that targets assets- social assess, human assets, and financial assets. These three components are centered in moving families from poverty to self-sufficiency. The policies that reinforce this system are as follows:
