The broken windows theory suggests that there is a link between deterioration and disorder in a neighborhood and crime within that neighborhood. For example, in a dilapidated warehouse district where graffiti and litter are common, and buildings are run-down; crime is much more likely to occur than in a well-kept and clean neighborhood. The theory indicates that in such neighborhoods, criminals are likely to assume that criminal behavior is unlikely to go reported or controlled, and that no one is in charge (Harcourt, 1998).
